According to Al Arabiya, Mohammadawi briefly left KH due to an issue regarding a ransom payout following KH’s kidnapping of Qatari hunters in 2015. Following the death of KH’s commander and former PMF’s deputy chairman, Jamal Jaafar Ibrahimi a.k.a. Abu Mahdi al-Mohandes, by the same U.S.-led airstrike that killed Soleimani, PMF restructured the group’s leadership. The position of deputy chairman was replaced by chief of staff. After weeks of negotiations among PMF officials, on February 21, 2020, Mohammedawi was appointed as the new chief of staff.“Iraq: PMF Names Muhandis’ Successor,” Asharq Al-Awsat, February 22, 2020, https://aawsat.com/english/home/article/2144071/iraq-pmf-names-muhandis%E2%80%99-successor. Mohammedawi was a close associate of Ibrahimi. He is a follower of vilayat-e faqih, or guardianship of the jurist, the Khomeinist doctrine that calls for a single religious cleric to lead the government. Additionally, sources claim that Mohammedawi “does not move without a fatwa.”Suadad al-Salhy, “Iran and Najaf struggle for control over Hashd al-Shaabi after Muhandis's killing,” Middle East Eye, February 16, 2020, https://www.middleeasteye.net/news/iran-and-najaf-struggle-control-over-hashd-al-shaabi-after-muhandis-killing.
On February 10, 2023, Mohammedawi met with Syrian President Bashar al-Assad in Aleppo. Details of the talks were limited, but the Institute for the Study of War noted that it may have been a sign that Iran and its proxies could be establishing military efforts in northern Syria.Zachary Coles, Annika Ganzeveld, Nicholas Carl, and Frederick W. Kagan, “Iran Update, February 16, 2023,” Institute for the Study of War, February 16, 2023, https://www.understandingwar.org/backgrounder/iran-update-february-16-2023. A leaked U.S. intelligence document reviewed by the Washington Post in May 2023 also claimed that Iran and its proxies were reportedly able to target U.S. troops in Syria through the smuggling of weapons and ammunition through humanitarian aid earmarked for the region following a disastrous earthquake that killed tens of thousands in February 2024. The classified report reportedly implicated Mohammedawi in the scheme.Alex Horton, Mustafa Salim and Steve Hendrix, “Iran hid weapons among earthquake aid to target U.S. troops, leak says,” Washington Post, May 7, 2023, https://www.washingtonpost.com/national-security/2023/05/07/iran-syria-weapons-leaked-documents/.
A year later, on January 28, 2024, militants from the Islamic Resistance of Iraq (IRI)—an umbrella group comprising multiple Iran-backed Shiite militias—launched a drone strike on Tower 22, a U.S. outpost in Jordan. On January 30, KH announced it would suspend military and security operations against U.S. forces to “prevent embarrassment of the Iraqi government.”Timour Azhari, “Iraq's Kataib Hezbollah says it suspends attacks on US forces,” Reuters, January 30, 2024, https://www.reuters.com/world/middle-east/iraqs-kataib-hezbollah-suspends-military-operations-us-forces-statement-2024-01-30/. In response, U.S. National Security Council spokesman John Kirby claimed that KH supported the militants who carried out the attack and dismissed KH’s claims of suspended operations, stating the group cannot be taken at face value.Natasha Bertrand, Oren Liebermann and Haley Britzky, “Drone that killed US soldiers in Jordan followed American drone onto base, causing confusion,” CNN, January 29, 2024, https://www.cnn.com/2024/01/29/politics/us-soldiers-deaths-jordan/index.html; Jon Gambrell, Aamer Madhani, and Zeke Miller, “US pins blame for deadly drone strike on Iran-backed militias in the Islamic Resistance in Iraq,” Associated Press, January 31, 2024, https://apnews.com/article/yemen-houthi-us-navy-mideast-tensions-israel-hamas-red-sea-6d5662d09aad8aed0875025b75928ef5; Jane Arraf, “Who are the Iranian-backed militias attacking U.S. forces in Jordan, “Who are the Iranian-backed militias attacking U.S. forces in Jordan,” NPR, January 29, 2024, https://www.npr.org/2024/01/29/1227695808/who-are-the-iranian-backed-militias-attacking-u-s-forces-in-jordan; Dan Sabbagh, “Jordan drone strike: who are Islamic Resistance in Iraq and what is Tower 22?,” Guardian (London), January 29, 2024, https://www.theguardian.com/world/2024/jan/29/jordan-drone-strike-who-are-islamic-resistance-in-iraq-and-what-is-tower-22; C. The attack on Tower 22 occurred in the midst of the Hamas-Israel war, which was launched in October 2023 after Hamas’s October 7 terrorist attack on Israel. Since then, Mohammedawi has been vocal on the ongoing violence in the Gaza Strip. During a Quds Day march in Tehran on April 5, 2024, Mohammedawi appeared alongside Ziad al-Nakhalah, head of the terrorist group Palestinian Islamic Jihad (PIJ) and stated that the “PMF is a fundamental part of the battle in Gaza and Palestine.”Amir al-Kaabi, Hamdi Malik, Michael Knights, “Iraqi PMF Chief of Staff Commits to Fulfill Iranian Supreme Leader's Plans,” Washington Institute for Near East Policy, April 8, 2024, https://www.washingtoninstitute.org/policy-analysis/iraqi-pmf-chief-staff-commits-fulfill-iranian-supreme-leaders-plans.

Cole came to the attention of Anacortes authorities in Washington in 2012 for allegedly harassing a Jewish grocery store owner by waving a Nazi flag outside the business, and Bellingham, Washington police after a report that he had neo-Nazi flags and memorabilia in his home in 2015.Asia Fields, “Neo-Nazi suspect, tied to Arlington, charged with gun crime,” Seattle Times, December 18, 2019, https://www.heraldnet.com/news/neo-nazi-suspect-tied-to-arlington-charged-with-gun-crime/.
In January 2018, Cole helped organize Atomwaffen Division’s three-day Hate Camp, called “Death Valley Hate Camp,” in Nevada. At least 10 members from different states attended. According to reports, Cole told attendees to “Bring your uniform, rifle/sidearm, and whatever camping gear you need.”A.C. At the end of 2018, Cole embarked on a 25-day trip throughout Eastern Europe, where he claimed to see historical sites. Upon his arrival to Chicago O’Hare International Airport, federal officials questioned him and searched his luggage, finding the trefoil flag of a neo-Nazi hate group and photos of Atomwaffen Division members performing the Nazi salute in front of Auschwitz concentration camp. Despite Cole identifying himself as a member of Atomwaffen Division, authorities failed to charge him that day.Mike Baker, “Police Seize Guns From Man Thought to Be Neo-Nazi Leader,” New York Times, October 17, 2019, https://www.nytimes.com/2019/10/17/us/atomwaffen-kaleb-cole.html.
Under the red-flag law, Seattle authorities filed a petition to seize a cache of weapons from Cole on September 26, 2019. The red-flag law allows law enforcement or civilians to get a court order to confiscate weapons when there is evidence that people are at high risk of harming themselves or others. Cole did not show up for the subsequent hearing.Mike Baker, “Police Seize Guns From Man Thought to Be Neo-Nazi Leader,” New York Times, October 17, 2019, https://www.nytimes.com/2019/10/17/us/atomwaffen-kaleb-cole.html. On December 16, 2019, King County prosecutors charged Cole with unlawful possession of a firearm. A warrant was issued for his address, but the warrant was nonextraditable, meaning Cole could only be arrested in Washington. However, Cole’s whereabouts were unknown at the time.Asia Fields, “Neo-Nazi suspect, tied to Arlington, charged with gun crime,” Seattle Times, December 18, 2019, https://www.heraldnet.com/news/neo-nazi-suspect-tied-to-arlington-charged-with-gun-crime/.
Cole and Cameron Shea, an alleged high-ranking recruiter for Atomwaffen Division’s Washington chapter, were the primary organizers of an operation they called Erste Saule. Translated to “first pillar” in German, Shea described the operation as a way to target “journalists houses and media buildings to send a clear message.”Mike Baker, Adam Goldman and Neil MacFarquhar, “White Supremacists Targeted Journalists and a Trump Official, F.B.I. Says,” New York Times, February 26, 2020, https://www.nytimes.com/2020/02/26/us/atomwaffen-division-arrests.html. Primarily seeking to target black or Jewish journalists, Shea and Cole sought to make their victims feel “terrorized.” According to the charges, Cole suggested buying rag dolls and sticking knives through their heads and leaving them at the locations of their targets.Mike Carter, “FBI arrests ‘violent extremists’ after threatening posters sent to minorities, journalist,” Seattle Times, February 26, 2020, https://www.heraldmailmedia.com/news/nation/fbi-arrests-violent-extremists-after-threatening-posters-sent-to-minorities/article_8ce505b3-a230-588c-be0c-c5ef1a543723.html.
In carrying out Operation Erste Saule, which is expected to have been initiated on or around January 25, 2020, Cole and Shea created a variety of posters that included offensive imagery and threatening language that was to be delivered or mailed to their targets. Imagery included Nazi symbols and masked figures with guns and Molotov cocktails. Targets included a broadcast journalist in Seattle and two people associated with the Anti-Defamation League, an anti-hate organization with a mission to protect the Jewish community. The targets were chosen in retaliation for reporting and exposing information on Atomwaffen Division.Mike Baker, “Police Seize Guns From Man Thought to Be Neo-Nazi Leader,” New York Times, October 17, 2019, https://www.nytimes.com/2019/10/17/us/atomwaffen-kaleb-cole.html.
On February 26, 2020, federal authorities arrested Cole and three other members of Atomwaffen Division. Each were charged with a single count of conspiracy to mail threatening communications and commit cyberstalking, an offense that carries a maximum penalty of five years in prison. Cole was arrested in Montgomery, Texas, but is to be tried in Seattle.Mike Carter, “FBI arrests ‘violent extremists’ after threatening posters sent to minorities, journalist,” Seattle Times, February 26, 2020, https://www.heraldmailmedia.com/news/nation/fbi-arrests-violent-extremists-after-threatening-posters-sent-to-minorities/article_8ce505b3-a230-588c-be0c-c5ef1a543723.html. Along with other members of Atomwaffen, Denton is allegedly responsible for swatting calls to over 134 different law enforcement agencies. “Swatting” is a harassment tactic that involves misleading dispatchers with information on an imminent threat in a specific location, leading authorities to respond in full force, including a SWAT team response.Mike Baker, Adam Goldman and Neil MacFarquhar, “White Supremacists Targeted Journalists and a Trump Official, F.B.I. According to court documents, Denton allegedly participated in conducting three swatting calls in Virginia. Denton also targeted the New York City office of ProPublica, an online investigative news site, and an investigative journalist at ProPublica because he sought to retaliate against the news source for revealing his identity and his connection to Atomwaffen.Rebecca Davis O’Brien, “Neo-Nazis Are Charged With Threats Against Jews, Minorities, Journalists,” Wall Street Journal, February 26, 2020, https://www.wsj.com/articles/neo-nazis-are-charged-with-threats-against-jews-minorities-journalists-11582761749.
According to reports, Denton unknowingly met with an undercover F.B.I. agent to describe Atomwaffen’s swatting efforts. Denton claimed if he were “raided” for swatting ProPublica, then it would be good for Atomwaffen Division because the swatting would be seen as a top-tier crime.“Former Atomwaffen Division Leader Arrested for Swatting Conspiracy,” U.S. Department of Justice, February 26, 2020, https://www.justice.gov/usao-edva/pr/former-atomwaffen-division-leader-arrested-swatting-conspiracy.

On July 25, 2020, a group of former AWD leaders announced the reorganization of AWD into the National Socialist Order (NSO). The NSO leaders further claimed they had built the NSO with a new leadership dedicated to creating an “Aryan, National Socialist world by any means necessary.” According to NSO’s official program, NSO completely rejects the current social-political world order, which the group denounced as a “left-wing framework cultivated by the Jew.” The group further called for all members to be armed and “ready at a moment’s notice” as its priority is to “seize territorial power by any means necessary.”“National Socialist Order Announcement!,” American Futurist, July 25, 2020.
On July 4, 2020, Denton pleaded guilty in a Virginia federal court on a charge of “conspiracy to make interstate threats” for his role in “swatting” multiple targets. Since the death of Islamic Revolutionary Guard Corps (IRGC) commander Qasem Soleimani in January 2020, Kawtharani has overseen the Iran-backed Shiite militias operating in Iraq.“Tehran-backed Hezbollah steps in to guide Iraqi militias in Soleimani's wake,” Reuters, February 11, 2020, https://uk.reuters.com/article/uk-iran-iraq-hezbollah-insight-idUKKBN205204. Kawtharani’s primary responsibility is to promote Hezbollah’s interests in the country. In this regard Kawtharani acts as a conduit for training, funding, and other forms of Hezbollah support to Iraqi Shiite militias. According to the U.S. government Kawtharani assisted in the transport of fighters from Iraq to Syria to support the Assad regime. Kawtharani also helped secure the release of senior Hezbollah commander Ali Mussa Daqduq from Iraqi custody in 2012. The U.S.-designated Duqduq planned multiple attacks against coalition forces in Iraq, including a January 20, 2007, attack that killed five U.S. soldiers. Kawtharani has been involved in Iranian-sponsored negotiations to sway Iraqi leaders to support Iran’s preferred candidates for prime minister. In 2010, Kawtharani traveled to Qom, Iran, to meet with Soleimani, Iraqi cleric Muqtada al-Sadr, and representatives of Iraqi Prime Minister Nouri al-Maliki. Sadr endorsed the pro-Iran Maliki that October to remain Iraq’s prime minister. Other Shiite political leaders followed soon after.Martin Chulov, “How Iran brokered a secret deal to put its ally in power in Iraq,” Guardian (London), October 17, 2010, https://www.theguardian.com/world/2010/oct/17/iran-secret-deal-political-power-iraq; Martin Chulov, “Iran brokers behind-the-scenes deal for pro-Tehran government in Iraq,” Guardian (London), October 17, 2010, https://www.theguardian.com/world/2010/oct/17/iraq-government-iran-tehran-deal. Previously, the IRGC’s Quds Force was Iran’s primary liaison to its Iraqi proxies. After the death of Quds Force leader Soleimani in a U.S. airstrike on January 3, 2020, Hezbollah has taken responsibility for liaising between Iran and the Iraqi militias. As Hezbollah’s representative in Iraq and a trusted colleague of Soleimani’s, Kawtharani has taken on the role himself. His oversight of the Iranian-sponsored militias is reportedly temporary until Iran determines its strategy in the wake of Soleimani’s death.“Tehran-backed Hezbollah steps in to guide Iraqi militias in Soleimani’s wake,” Reuters, February 11, 2020, https://uk.reuters.com/article/uk-iran-iraq-hezbollah-insight-idUKKBN205204.
On April 10, 2020, the U.S. State Department’s Reward for Justice program offered a reward of up to $10 million for information on Kawtharani’s activities, networks, and associates, stating that he has “taken over some of the political coordination of Iran-allied paramilitary groups” in Iraq.
