Afghanistan Terrorism Report: June 2023

Following is the June 2023 installment of “Afghanistan Terrorism Report.” The authors provide a monthly analysis concerning the developing terrorist threat in Afghanistan as well as a comprehensive overview of that month’s al-Qaeda and ISIS-K propaganda.

In June, the number of attacks in Afghanistan claimed by ISIS-K-linked propaganda outlets remained very small. This continues the trend of ISIS-K-linked propaganda outlets only reporting on significant attacks. By far, the most impactful terrorist operations by ISIS-K in Afghanistan were the killing of the Taliban deputy governor of Badakhshan, Nissar Ahmad Ahmadi, by an ISIS-K car bomb followed by an ISIS-K suicide bomber attack on Ahmadi’s funeral a few days later. This second attack killed several additional Taliban officials, including the former Taliban head of police of the province, Safiullah Samim. These twin attacks were a major propaganda success for ISIS-K, which once again exploited this terrorist violence to claim that the Taliban cannot provide security in the country, even to high-ranking officials. In addition, a new report by the United Nations Assistance Mission in Afghanistan (UNAMA) released at the end of June demonstrated that at least 3,774 Afghan civilians were killed in terrorist attacks between August 2021 and May 2023. According to UNAMA, the majority of these attacks were perpetrated by ISIS-K using improvised explosive devices (IEDs). However, the ongoing efforts of the Taliban to control ISIS-K in Afghanistan are also reflected in ISIS-K-linked propaganda, which for the first time, emphasized in several posts that the Taliban had not destroyed the group’s ability to operate, including the publication of an infographic of the Taliban officials ISIS-K had killed. Until now, despite ongoing Taliban operations against ISIS-K cells in the country, ISIS-K-linked propaganda did not see the need to clarify this.

However, in June, it became clear that ISIS-K continues to also plan terror attacks outside the region, particularly in Europe. In 2020 a group of Central Asians was arrested in Germany, who were, according to German government authorities, instructed by leaders of the Islamic State in Syria and Afghanistan to prepare terror attacks against US military installations in Germany. At the beginning of July 2023, another group of Central Asians was arrested in Germany and the Netherlands. This group had entered Germany from Ukraine, posing as refugees shortly after the Russian re-invasion of Ukraine in February 2022. ISIS-K had instructed and guided the group, which was in the process of selecting potential targets for terror attacks in Germany and had begun procuring weapons to this effect. The arrest of this cell demonstrates that ISIS-K continues to focus on attacking Western targets outside the Afghan region.

In addition to its fight against ISIS-K, the Taliban have continued their campaign against the National Resistance Front (NRF) in Afghanistan. The NRF maintains very few forces focused on the Panjshir Valley of Afghanistan. These forces do not currently seem to be a significant factor in Afghanistan. Nevertheless, according to Amnesty International’s latest report in June, the Taliban are waging a brutal campaign, including arrests, torture, and the killing of civilians, against the NRF in Panjshir. This demonstrates the ruthlessness of the Taliban regime against its opponents. In contrast, despite numerous calls by Pakistan on the Taliban to curb the ability of terror groups allied with the Taliban regime, chiefly the Tehrik-i-Taliban Pakistan (TTP), to conduct cross-border attacks in Pakistan, the Taliban seem to have done little to get the issue under control. Notably, pro-ISIS-K propaganda outlets seem to have picked up on the news that the Taliban planned to transfer some TTP fighters to the North of the country in an apparent move to placate Pakistani demands. However, so far, there is no independent confirmation that this Taliban announcement was enacted. Indeed it is unclear if such a resettlement move would not significantly disturb the ethnic balance in the North of Afghanistan, predominantly settled not by Pashtuns, the coethnics of TTP fighters, but by Afghans of Tajik and Uzbek origins.

Regarding the Afghan illegal drug economy, several international media and think tank reports have outlined Taliban moves against poppy fields in Nangarhar, Kandahar, and Helmand provinces. These are three of the key poppy-growing areas in the country. However, these reports seem to miss the parallel increase in methamphetamine production in Afghanistan, which has already led to a significant deterioration of the methamphetamine epidemic in neighboring Iran as well as increased seizures in the Indian Ocean as well as India. Methamphetamine, a synthetic drug, only requires a laboratory for its production. The ephedra plant, a natural source of ephedrine, is available in Afghanistan, overcoming the usual curb on methamphetamine production that the tight international controls on ephedrine present. Therefore, a shift from an emphasis on the production of poppy-based opiates to laboratory-based, and therefore harder to detect, methamphetamine production allows the Taliban to demonstrate to international observers that they are controlling the illicit drugs market while concurrently significantly increasing their profits from this illegal economy in the country. As expected, pro-ISIS-K propaganda reacted to this international discussion and claimed in June that despite reports, drug production in Afghanistan continued more or less uninterrupted.

Finally, pro-ISIS-K propaganda outlets once again addressed the issue of official Taliban Twitter accounts, claiming that the Taliban were allowed to maintain these accounts after the social media platform had checked them. In January 2023, international media reports highlighted that the Taliban, a U.S.-sanctioned entity, purchased blue check marks from Twitter. Interestingly at the beginning of July 2023, Anas Haqqani, the brother of the interior minister of the Taliban regime, Sirajuddin Haqqani, praised Twitter’s decision to allow the Taliban access to the platform. Anas Haqqani is part of the leadership of the Haqqani Network and was arrested by the security forces of the Republic of Afghanistan in 2014. In 2019, he was released in exchange for American and Australian hostages of the Haqqani Network. He subsequently became one of the interlocutors for the Taliban during the negotiations of the Doha Agreement. However, in his statement praising Twitter, Anas Haqqani, as expected, did not elaborate on how the Taliban are transferring payments for the verification check marks to the U.S.-based company.

“A major security blow to the Taliban militia again at the hands of the soldiers of the Caliphate in Khorasan Province, represented by a martyrdom attack on a gathering of the militia inside a funeral hall that included hundreds of militia members and leaders in (Badakhshan) region, during a memorial service for a great leader who was killed by the Mujahideen - just two days before - of this attack and in the same city. June 1: Pro-ISIS post on Telegram saying that the Taliban’s chief diplomat to Pakistan, Sardar Ahmad Khan Shakeeb, stated that the Taliban appreciated Iran taking in millions of Afghan refugees and that the Taliban would not infringe on Iranian rights. The post says that despite reports of “open conflict” between the Taliban and Iran, Taliban leaders have reinforced their friendship with Iran.

The ambassador of the apostate #Taliban_militia in Pakistan, the apostate Sardar Ahmad Khan Shakeeb, said that the apostate militia appreciates the help of the Iranian Magi for the millions of Afghans they have taken in as refugees. He also stated that the apostate Taliban militia will never take steps to violate the rights of the rejecters of Tehran.

Despite the repeated statements of the apostate Taliban militia to combat the production and sale of drugs in the country, the drug trade is growing very quickly and has become exposed.

The disenfranchised population is forced to become more actively involved in the drug trade, aided by several leaders of the apostate Taliban militia who have influence in the region.”

  • June 2: Pro-ISIS post on Telegram claims that clashes occurred between Taliban and Iranian border guards because allegedly the Iranians “crossed the polytheistic borders by 2.5 cm.”

  • June 3: Pro-ISIS post on Telegram stating that the Prime Minister of Qatar met secretly with Haibatullah Akhundzada in Kandahar to discuss ending the Taliban’s “isolation.” The post says this was the first time Akhundzada met with a foreign leader.

“Biden is looking into the matter. A scapegoat is coming on the way... and new concessions…etc.”

Text: “WASHINGTON (Reuters) - The Qatari prime minister held secret talks with the Taliban's supreme leader this month to resolve tensions with the international community, a source familiar with the meeting said, indicating ... a new willingness of Afghanistan's rulers to discuss ways to end their isolation. The May 12 meeting in the southern Afghan city of Kandahar between Qatari Prime Minister Mohammed bin Abdulrahman Al Thani and Haibatullah Akhundzada was the first known meeting of the Taliban leader flirting with a foreign leader. The source said that US President Joe Biden's administration has been briefed on the talks and that they are ‘coordinating on all issues discussed by the two, including strengthening dialogue with the Taliban.’”

  • June 3: Pro-ISIS post on Telegram claiming that a Taliban member beat a pregnant woman until she had a miscarriage because she visited a doctor without a male guardian.

“#a question. What is the ruling on a pregnant woman who goes out of necessity to visit the doctor without a mahram? The apostate Taliban militia: Severe beating until her fetus is miscarried.”

  • June 3: Pro-ISIS post on Telegram stating that Iranian Brigadier General Qassem Rezaei, deputy commander of the national police, said that Iran could train Taliban border guards. The post notes that “Iran’s borders with Pakistan are stable” but that Iranian border forces have sometimes have problems with the Afghan border, alluding to recent clashes.

“#contemplation. The tyrant of the Magi border forces, Qasem Rezaei, said that his subordinates are ready to start a training course for the apostate Taliban militia to improve their skills in guarding the artificial borders.

He pointed out that Iran's borders with Pakistan are stable and that its border forces do not have problems there, while the Afghan border sometimes causes problems.”

  • June 4: Pro-ISIS post on Telegram stating that Mullah Mohammad Yaqoob attended the thirty-fourth anniversary of the death of Ayatollah Khomeini in Iran. The post notes that the ceremony stressed “Islamic unity” and that various Shiite and Iranian “festivals and…days of remembrance” are held in Afghanistan “with the official presence” of Taliban leaders. The post notes that this is due to the Taliban’s growing relationship with Iran.

A ceremony was held under the banner of the apostate Taliban militia to commemorate the thirty-fourth anniversary of the death of the founder of the current Iranian Magi regime, the enemy of God Khomeini. It was attended by local preachers, in addition to the Shiite generalists from Iraq and Iran, including the enemy of God, Muhammad Yaqoob. The importance of ‘Islamic unity’ was pointed out at the ceremony, and it was also mentioned that the Afghans can study the religion of rejection in Iraq and Iran.

It should be noted that the pagan and Rafidite festivals and the days of remembrance of the destruction of the Magi are held regularly in different parts of Afghanistan with the official presence of the leaders of the apostate Taliban militia, and this has become popular after the arrival of the new apostate regime.

This situation is due to the great ideological rapprochement of the apostate Taliban militia with Iran, which has been repeatedly emphasized by both sides.”

  • June 5: Pro-ISIS post on Telegram mockingly referring to the Taliban ambassador to Iran, Fazl Mohammad Haqqani, as a member of the Iranian Revolutionary Guard Corps.

  • June 5: Pro-ISIS post on Telegram accusing a Taliban official who had previously encouraged an invasion of Iran on Twitter before deleting his tweets of faking an illness. According to unconfirmed social media posts, Abdul Hamid Khorasani allegedly fell into a coma after an accident.

  • June 6: Pro-ISIS post on Telegram announcing the killing of Deputy Governor of Badakhshan Province, Nisar Ahmad Ahmadi, in a suspected car bombing. This attack was claimed by ISIS-K later on June 6.

This morning, in the city of Faizabad, an explosion targeted the car of the apostate Deputy Governor of Badakhshan Province, Mullah Nisar Ahmad Ahmadi, killing him and his bodyguard, and injuring 6 other members of the apostate Taliban militia.

According to the apostate militia, the cause of the explosion was a martyrdom attack, and according to another version, the car bomb was detonated remotely.”

  • June 6: Pro-ISIS post on Telegram claiming that the propagandist General Mobeen was arrested for criticizing the Taliban and stating that joining was a mistake and that they are “acting against the Afghan people.” General Mobeen allegedly attacked the Taliban during a conversation on Twitter spaces.

“#contemplation. Sources loyal to the apostate Taliban militia reported that Major General Mobeen was arrested again for the fourth time.

This time, it is not about criticizing Pakistan, but about attacking the apostate Taliban themselves…

Before his arrest, Mobeen said that joining the apostate Taliban militia was the biggest mistake and that the new apostate regime is acting against the Afghan people.”

  • June 6: Pro-ISIS post on Telegram claiming that a Taliban member was arrested after breaking into the home of another member of the Taliban to steal.

  • June 8: Pro-ISIS post on Telegram regarding the Friday morning explosion at a mosque in Faizabad targeting the funeral of the deputy governor of Badakhshan, Nisar Ahmad Ahmadi. The post was made before ISIS officially took credit for the attack.

On Friday morning, an explosion took place in a mosque in the Faizabad district of Faizabad I, in the assembly of the recitation of Al-Fatihah for the dead, the deputy governor of Badakhshan, ‘Nisar Ahmad Ahmadi,’ who perished two days ago. Al-Ahmadi's funeral was held near the same mosque. Senior tyrants and officials of the apostate Taliban militia reportedly attended the event, but there is no information yet on the outcome.”

  • June 8: Pro-ISIS post on Telegram stating that the former head of the Ministry of Interior for Baghlan Province, Safiullah Samim, was killed in the attack on the Faizabad mosque along with at least 12 other people, with many wounded, “and among them may be (other) leaders of the” Taliban.

The post notes that this attack occurred “only two days” after the car bombing that killed Nisar Ahmad Ahmadi.

5. Pro-ISIS Al-Azaim Document, Released on June 8, 2023

A six-page Pashto document was released on June 8. The document states that ISIS-K can attack the Taliban and conduct attacks on other countries. The document noted the killing of Taliban officials in Herat and Balkh. The document warns that ISIS-K’s silence should not be seen as their destruction.

The document celebrated the ISIS-K rocket attacks against Uzbekistan and Tajikistan and the December 12 attack on a Kabul hotel popular with Chinese citizens.

He (Rahimullah Haqqani) was killed on 13 Muharram 1444 (August 11, 2022).
Position: The most prominent theoretician of the militia inciting to fight the Mujahideen.
The operation: a martyrdom attack with an explosive belt inside his office in Kabul.

He (Abdulhaq Abu Omar) was killed on 2 Jumada II 1444 (December 26, 2022).
Position: Badakhshan Province Police Chief.
The operation: a car bomb explosion in the city of Faizabad.

He (Mohammad Dawood Muzammil) was killed on the 17th of Shaban 1444 (March 9, 2023)
Position: Governor of Balkh Province
The operation: a martyrdom attack with an explosive belt at his headquarters in Balkh.

He (Nisar Ahmad Ahmadi) was killed on 17 Dhul Qi’dah 1444 (June 6, 2023)
Position: Deputy Governor of Badakhshan Province.
The operation: a car bomb was detonated in the city of Faizabad.

He (Safiullah Samim) was killed on 19 Dhul Qi-dah 1444 (June 8, 2023)
Position: Former Police Commander of Baghlan Province.
The operation: a martyrdom attack on a gathering of the militia in the city of Faizabad.

7. Pro-ISIS Al-Azaim Media Pashto Pamphlet, Released on June 20, 2023

On June 20, the pro-ISIS al-Azaim Media released a 15-page pamphlet titled “The Apostate Taliban the Followers of Rafidah!”

Summary:

  • The pamphlet stated that the Taliban are followers of Shiitism and claim to have conquered Afghanistan but have not instituted a religious justice system.

8. Pro-ISIS Tala'a Al-Ansar Media Foundation, Released June 20, 2023

An approximate 2-minute 20-second video from the pro-ISIS group Tala'a Al-Ansar Media Foundation that contained images from news reports and ISIS Amaq reports. The video celebrated the June 8 attack on a funeral hall in Faizabad while Taliban officials were observing funeral services for the Deputy Governor of Badakhshan Province, who was killed in an ISIS-K attack on June 6. The video stated that the attack refuted the Taliban's claim that they had defeated ISIS-K and that this was the third high-profile bombing to kill Taliban leaders in Badakhshan.

  • Erdogan has sought to negotiate between Ukraine and Russia.
  • Turkish intelligence is running a large online operation to identify ISIS supporters on social media using fake accounts.

Article 2: Don’t Despair: We are a Few Among Many

  • Fighting is a non-negotiable religious obligation.
  • Those who do not support religiously mandated fighting but call for freedom for the oppressed, and raise funds to support separatist groups, are hypocrites.

Article 3: Flashback: American Invasion of Iraq

  • The U.S. invasion of Iraq eventually led to the founding of the Islamic State.
  • After military operations in Iraq, Afghanistan, and Syria, the U.S. does not have the military supplies or will to fight a major land war again.
  • The U.S. now supports proxies instead of fighting, such as the Taliban and HTS.

Article 4: Who Are Sufis?

  • The article accuses Sufis of associating partners with God (shirk).
  • The article accuses some Sufis of committing various sins including punishing their bodies, others of believing in the existence of God in all people, and others of viewing a single reality as created by God.

  • Following the Quran and Sunnah is portrayed as extreme.
  • Support for ISIS and similar groups is forbidden.

  • Muslim countries participated in the coalition to fight against ISIS.

Article 6: Neo-Reformist or Ataturk of Al-Salul

  • Crown Prince Muhammad bin Salman has stated that he wants to invest Saudi Arabian money into sustainable ventures.
  • Accuses him of furthering the interests of non-Muslims in the name of development.
  • Compares him to Ataturk, and states that he promotes the accumulation of worldly goods.
  • The article condemns the Neom project, calling it a way to distract or “hypnotize” people from religiously mandated fighting.

Article 7: This is How They Enslave You

  • Governments require you to pay taxes.
  • Governments in turn use taxes to pay interest on money they borrowed from non-Muslim countries for development projects. This is part of a multi-generational payment plan.
  • This is part of a system of usury imposed by the West on the Muslim world.
  • Despite this usuary system, countries such as Pakistan and Bangladesh still borrow money from the IMF that they must repay with interest.
  • In repaying these loans, governments are implicating people in the sin of usuary.

Article 8: A Wake Up Call for the Muslims Enjoying the Sleep of Carelessness

  • People claim to have faith without understanding the obligations of faith.
  • The article asks why people have allegedly abandoned the true practice of religion and are not acting on behalf of Uyghur Muslims imprisoned, oppressed, and forbidden from practicing their religion in China.
  • Encourages joining ISIS.
