Afghanistan Terrorism Report: April 2022

Following is the April 2022 installment of “Afghanistan Terrorism Report.” The authors provide a monthly analysis concerning the developing terrorist threat in Afghanistan as well as a comprehensive overview of that month’s al-Qaeda and ISIS-K propaganda.

April 2022 was characterized by growing levels of violence in Afghanistan, primarily perpetrated by ISIS-K. As highlighted by the various online propaganda channels of ISIS-K, attacks by the terror group were concentrated in the north and east of the country. Significantly, ISIS-K propaganda claimed an attempt to attack installations with rockets in Termez, Uzbekistan. Although ISIS propaganda released videos of rockets being fired, both the Taliban and the Uzbek government announced that no rockets had reached Uzbek territory. Nevertheless, an attempted attack on Uzbek territory signifies a potential strategic shift. Over the past two decades, apart from violence related to the illegal drug trade, the regions north of Afghanistan’s border with Central Asia did not experience direct attacks by terror groups operating from within Afghanistan. Therefore, this situation requires further monitoring in order to ascertain whether terrorist spillover effects in Central Asia will begin to emerge, as they have already with Pakistan.

In addition to attacks on Shiite and Sufi individuals and mosques in Afghanistan, including once again in the city of Herat in western Afghanistan, ISIS-K propaganda also highlighted frequent attacks in Pakistan, particularly in Bajaur District and in the city of Peshawar. These ISIS-K attacks in Pakistan seem to be part of a wider trend. In addition to ISIS-K attacks, since the takeover of power by the Taliban, particularly the Tehrik-i-Taliban Pakistan (TTP), has carried out a significantly higher number of attacks in Pakistan’s Western regions than in previous years. Furthermore, the Balochistan Liberation Army (BLA), a violent separatist terror group, has begun to target Chinese nationals and interests in Pakistan. Pakistani security forces regularly confiscate U.S. weapons in the possession of TTP and BLA fighters, indicating that arms and ammunition left behind after the withdrawal of international forces are now being sold to violent groups within the region. Furthermore, although not claiming direct responsibility for the attack, ISIS-K propaganda praised the attack on Shiite clerics by an Afghan in Mashad, Iran, as justified. As expected following the Taliban takeover in 2021, arms, ammunition, and terrorist violence seem to have begun to permeate outwards from Afghanistan into the wider region.

To augment its sectarian violence in Afghanistan and beyond, pro-ISIS-K propaganda continues to highlight the supposedly missing “Islamic character” of the Taliban regime. Since the Taliban had officially banned drug production, transport, and sale in the country at the beginning of April, pro-ISIS-K propaganda reported on the continuing cultivation and sale of drugs in Afghanistan, particularly in Kunar, Nangarhar, and Helmand. Helmand is one of the largest drug-producing provinces in Afghanistan. Although it is a theme used in ISIS-K propaganda, outside observers have also doubted the seriousness of the Taliban ban. Despite military and political upheaval in the country and a severe drought, the United Nations Office on Drug and Crime (UNODC) documented a significant increase in drug production in Afghanistan in 2021. In addition to poppy cultivation, this also included a massive spike in methamphetamine production. According to the latest available data, seizures of this synthetic drug in Afghanistan increased from around 47 kg to 1.2 tons between 2016 and 2020. This growing new production capacity in Afghanistan requires obtaining precursor chemicals and building laboratories rather than large-scale cultivation of poppy plants. Therefore, remote monitoring of production capacities will be a challenge. Laboratories are more challenging to identify than poppy fields. This will enable the Taliban to publically “demonstrate” a reduction in drug production by eradicating poppy fields while substituting any reduced income through further increases in methamphetamine production. Methamphetamine has higher profit margins than heroin. Given the significance of drug income for the Taliban and that the movement has financed itself via drug money since its creation, it remains doubtful that this current ban will be more sustainable than the movement’s prior bans in the late 1990s and 2000. These past restrictions primarily resulted in a global price hike in heroin and, therefore, higher profit margins for the Taliban rather than a serious reduction in production in the country.

Furthermore, in April, pro-ISIS-K propaganda continued highlighting the religious deviance of the Taliban regime, which they accuse of nationalism, tribalism, and befriending what ISIS calls the “enemies of Islam.” Within their propaganda messages in April, pro-ISIS-K propagandists highlighted increasing poverty in Afghanistan and the Taliban banning of secondary education for girls in the country, contrasting this with the lavish lifestyle of the Taliban leaders in Gulf states, where their daughters attend schools. This is a reference to the Doha office of the Taliban in Qatar, where around 500 families of Taliban leaders have been living rather lavishly since the opening of the office in 2013.

Furthermore, in a Telegram post at the beginning of April, pro-ISIS-K propagandists also criticized the lack of enforcement of female religious dress in Afghanistan, the hijab. This post came a day before the release of a new video by al-Qaeda leader Ayman al-Zawahiri on April 5,  in which Zawahiri criticized countries that ban the wearing of the hijab. As expected, both the ideological competition by ISIS-K and al-Qaeda’s harsh interpretation of Islamic rules offer opportunities for the Taliban to reinforce their own extremist views on women’s rights in Afghanistan. Therefore, it is no surprise that on May 6, Taliban leader Haibatullah Akhundzada decreed that women in Afghanistan have to wear burqas once again and advised them to stay home unless they have important work outside. This latest measure is in addition to restrictions on work for women from September 2021, the ban for women traveling alone in the country, enacted in December 2021, as well as the restrictions on Afghan women traveling on an airplane without a male chaperone as well as the recent ban of female secondary education, both in force since March this year.

II. Sample of Pro-ISIS Online Chatter

  • April 3: Telegram post stating that the security chief of Badakhshan was injured in a vehicle explosion on a bridge in the city of Faizabad and that the Taliban have not yet made a statement

“#khurasan. Sources in Faizabad, the capital of Badakhshan province, say that an explosion occurred in the city around ten in the morning, targeting the vehicle of the leader of the apostate Taliban militia; Mawlawi Rashad, security chief in Badakhshan, as a result of which he was wounded.

According to the sources, the car of the Taliban security official heading to Badakhshan was targeted by a ‘Chespaki’ mine in the area of the former Shahid Al-Solh Bridge, Burhanuddin Rabbani Bridge in the city of Faizabad.  But local Taliban officials in Badakhshan have not commented yet.”

  • April 3: Telegram post stating that there was an explosion in the home of a Taliban leader in Kabul

“#khurasan. Explosion in the house of a leader in #Kabil this morning.”

  • April 4: Telegram post stating that farmers are still harvesting opium despite the Taliban’s ban, which has led to a price increase, the post compares this to the Taliban’s lack of enforcement of mandatory hijab for women

“#khurasan. Afghan farmers were photographed collecting the first opium crop of this season in Helmand province, just two days after the apostate Taliban militia issued an order to ban the cultivation and production of it permanently, which resulted in the price of opium rising three times in Helmand markets, where the price of 7 kg of drugs rose from 400 $ to 1200 $.

You have to remember that there is a difference between what the apostate Taliban militia says and what they do, they have announced that they will impose the hijab, and so far no hijab.”

  • April 5: Telegram post claiming that the Taliban have protected minority Sufis, Shiites, and Sikhs in Afghanistan, while closing Salafi mosques and schools, and killing Salafis

“#khurasan. This is not a hospital for the lunatics, these are the Sufis in one of their temples in Mazar-i-Sharif. After the apostate Taliban came to power, the Sufis, Rawafids and Sikhs were granted absolute freedom to practice their polytheism and disbelief in God.   • April 5: Telegram post claiming that Iranian police killed Afghan immigrants in Shiraz and arrested several hundred

  • April 5: Telegram post alleging that the Taliban protect religious minorities while killing and persecuting Sunnis

  • April 6: Telegram post stating that the Taliban threatened residents that they will be forcibly displaced if they protest, the post compares this to a “Jewish state with a Pashtun Deobandi flavor”

“The apostate Taliban militia and through its apostate Deputy Minister of Defense Qari Fasih Al-Din warn the residents of Andarab and Baganshire that after any protest against the militia, they will be forcibly displaced. A Jewish state with a Pashtun Debondi flavor.”

  • April 7: Telegram post regarding the attack on Iranian clerics, identifying the attacker as an Afghan “from an Uzbek Pashtun family,” who was anti-Shiite

“The identity of the man who attacked the polytheistic rejectionist mullahs in the sanctuary of their temple, Imam Reza in Mashhad, was known. It turned out that he was an Afghan from an Uzbek Pashtun family, his name was Abdul Latif Moradi. And he previously published a video clip criticizing Shiism and accusing it of infidels because the Shiites made Ali bin Abi Talib (may God be pleased with him) a god they worship instead of God, exalted be He above what they associate.”

  • April 7: Telegram post stating that two Sunni clerics were killed in Iran on April 3, notes that the Taliban said nothing

“It is reported that two Sunni clerics named Gul Muhammed Begman and Abdurrahman Khoja were killed before Tarawih prayers in Gonbad Kavous in Iran on April 3. We did not hear a denunciation or denunciation from the apostate Taliban militia.”

  • April 7: Telegram post claiming that the Taliban are losing in fights with anti-Taliban militias in Baghlan

  • April 9: Telegram post stating that the Taliban are hypocrites because they have shuttered girls’ schools, but the daughters of Taliban leadership attend school in Qatar

  • April 9: Telegram post stating that production of opium and heroin continues under the Taliban in Helmand, and that hundreds of children work in the processing laboratories

  • April 9: Telegram post stating that now that Imran Khan has been removed from the position of Prime Minister in Pakistan, that the Taliban have lost their “speaker”

  • April 10: Telegram post stating that unknown gunmen have killed a Taliban leader and his bodyguard in Badakhshan province

“#khurasan. Local sources in Badakhshan province confirmed that unidentified gunmen killed a leader of the apostate Taliban named Jawad and his bodyguard in the eighth district of the village of Barnah Kham in the city center.”

Article 3: Nullifiers of Islam Committed by the Taliban

  • (1) The Taliban have not instituted true Islam and do not want to institute the religion in the country. The Taliban fight against the scholars of truth.
  • (2) The Taliban befriend disbelievers and atheists. The Taliban do not differentiate between true believers and non-believers within their movement. The Taliban have done the bidding of the U.S., Pakistan, Qatar, and China, begging them for power.
    • The Taliban’s relationship with China is of ultimate importance to them, despite China’s genocide of the Uyghers. The Taliban make friends with the enemies of Islam.
  • (3) The Taliban do not rule according to the Qur’an and Sunnah. The Taliban claim that they follow the Hanafi school, but the Qur’an does not say to follow a specific school.
    • Hanafis do not take the whole religion into account and run counter to divine word.
    • These religious cleavages were further emphasized during the colonization of Muslim lands, when Europeans allowed for local rulers to build kingdoms instead of a united Caliphate.
  • (4) The Taliban enforce disbelief. The Taliban “pretend to hate democracy, secularism, nationalism and every other corrupt system of the world,” but act in a democratic and secular way due to their ignorance.
    • The Taliban are too ignorant of Islam to impose Islamic law, so they rely on Western law.
    • They endorse pluralism in their attempt to create an inclusive government.
    • The Taliban hide behind their religious appearance to commit crimes against the people, such as murder and theft.
    • The Taliban are infected with nationalism and tribalism. They allow favoritism within members of the same tribe.
  • If ISIS-K does not fight against these falsehoods, Islam will not prevail in Afghanistan.

Article 4: The Saved Sect!

  • False scholars malign those who want to bring about true Islam.
  • Muslims must fight against falsehood.
  • Jews and Christians have ignored Islam, refusing to follow the truth, and have also used their religions to extract worldly benefits from their followers.
  • We (ISIS-K) are not nationalists, we do not support a specific sect, but the true teaching of Islam
  • Separate Muslim emirates are a colonial attempt to subjugate Muslims.
  • The only right path is the creation of a caliphate that rules according to the Qur’an and Sunnah
