"The campaigning organisation Counter Extremism Project said Telegram has taken some action to reduce the use of its platform by terrorists but commented on its website 'it is clear that more can and should be done.' "

"Joshua Fisher-Birch, an analyst who tracks the global far right at the Counter Extremism Project, noticed the same racist anti-Indian content after surveying similar accounts across a broad spectrum of sites in the last week.

'It’s worth mentioning that extreme-right Telegram channels and users posted racist content after JD Vance was chosen to be Trump’s vice-presidential pick,' he said in an email. 'The patterns are similar.'"

CEP resource Terrorists on Telegram quoted: "Groups like ISIS, Al-Qaeda, Hamas, and Hezbollah use Telegram for different reasons, such as finding new members, raising money, encouraging violence, and planning attacks. ISIS also uses social media to disseminate propaganda material..."

"As the Counter Extremism Project says, 'terrorist and extremist groups like ISIS, al-Qaeda, Hamas, Hezbollah, and others use the encrypted application Telegram for purposes that may include recruiting new members, fundraising, inciting violence, and even coordinating terrorist activity.'"
