Anti-Tech Extremism and the Data Center Challenge

Counterterrorism debates on artificial intelligence have focused mainly on how extremists might use AI to produce propaganda, evade moderation, improve audience targeting, and lower the practical skill barrier needed for planning and executing attacks. This focus remains necessary, but overshadows a second, urgent question: what happens when AI, and the tech that surrounds it, is the target of extremist attacks?

An April 2026 CTC Sentinel analysis argues that AI is already reshaping the economic, institutional, and social conditions from which political violence can emerge. In April 2026, federal prosecutors in the United States charged a Texas man in an alleged attack on the home of an AI-company chief executive with a Molotov cocktail. According to the indictment, the suspect carried a document advocating violence against AI executives and investors. Days earlier, on April 6, an Indianapolis city-county councilor’s home was struck by 13 bullets after he supported a data center project. Investigators reportedly found a note at the property reading, “No Data Centers.” The allegations in both cases remain subject to judicial determination, and two incidents by themselves do not establish a unified movement. They do, however, expose a threat that counterterrorism categories may struggle to recognize.

No defined ideology

Anti-technology extremism is not a single ideology or organization. The April 2026 CTC Sentinel analysis notes that opposition to AI can stem from numerous factors including economic anxiety and job vulnerability, environmental concerns about energy and water use, and fear of the further standardization of mass surveillance systems. These grievances appear across the political spectrum and are not limited to either far-left or far-right groups, thus making it harder to identify and classify anti-tech ideologies.

This creates a hurdle when it comes to detecting extremist activity. That analysis also notes that because many counterterrorism systems are designed to identify known and emerging organizations, financial networks, or an allegiance to a clearly defined ideology, an attack on a data center may display none of those indicators. The relevant actor could be a local resident angered by a local planning decision related to construction of a new data center, an individual affected or harmed by AI-enabled disruptions to their privacy, or a worker who believes automation destroyed their livelihood. Analysts are therefore placed in an unfamiliar environment where ideology plays a smaller role in extremism detection, making it more challenging to distinguish between legal expression of grievances against AI and violent extremism.

Data centers make an intangible system targetable

The April 2026 CTC Sentinel analysis notes that AI may seem intangible, with decisions being distributed among model developers, corporate customers, public agencies, and automated systems, leaving people harmed by an AI-facilitated outcome unsure who is responsible. Data centers give an evasive system a physical address. Executives, engineers, planning officials, power substations, cooling providers, and construction firms connected to these facilities further materialize the AI ecosystem.

The physical footprint of AI is growing rapidly. The U.S. Department of Energy reported that data centers consumed about 4.4 percent of U.S. electricity in 2023 and could consume between 6.7 percent and 12 percent by 2028. Globally, the International Energy Agency projects that data center electricity demand will more than double by 2030. Because these facilities are geographically concentrated, their impact on grids, electricity prices, water supplies, noise, and land use is disproportionately local even when their economic benefits are national or global.

The CTC Sentinel analysis further notes that a frontier AI company may be remote, but the council member who approved rezoning lives nearby. A hyperscale facility may be well secured, but its electricity supply, contractors, and access routes are more exposed. As prominent executives and corporate campuses receive greater protection, attackers may shift toward accessible substitute targets. Low-complexity sabotage against supporting physical infrastructure, such as a substation, transmission line, or cooling system, could also produce disruption far beyond the point of attack, interrupting service across an entire facility or region without the attacker ever approaching the data center itself.

The uncertainty of the threat

One of the biggest challenges for counterterrorism officials is determining the actual scale and intent of anti-tech threats. The CTC Sentinel describes its framework as theoretical and does not attempt to predict how often anti-AI violence will occur. The Soufan Center identified hundreds of online posts containing threatening language but concluded that threats represented only a small fraction of the wider discussion. Hostile comments online cannot automatically be treated as operational planning, but dismissing all of them as empty rhetoric also creates risk. Counterterrorism analysts will therefore need to focus on factors such as a specific target, reconnaissance, capability, and movement toward action rather than opposition to AI alone.

The security challenge is also not limited to the data center itself. Data centers rely on power substations, transmission lines, cooling systems, water supplies, contractors, and transport routes. The April 2026 CTC Sentinel analysis notes that as primary facilities become more secure, the threat may be redirected toward these less protected parts of the network. A CTC Sentinel review of 50 years of infrastructure terrorism found that actors from different ideological backgrounds have used infrastructure sabotage, sometimes with the intention of causing disruption beyond the immediate target.

The number of organizations responsible for protecting AI infrastructure further complicates the security response. Local police, counterterrorism agencies, data center operators, utility companies, planning authorities, and private contractors may each hold only one part of the relevant information. The April 2026 CTC Sentinel analysis also identifies employees as an insider threat because they may have both access to facilities and knowledge of their vulnerabilities. Information sharing will therefore be needed across business and municipal sectors that may not normally view themselves as part of counterterrorism frameworks.

Avoiding the securitization of legitimate opposition

The final challenge concerns how governments and companies respond to those opposing AI. Most opposition to data centers remains lawful and is based on practical concerns about electricity prices, water use, noise, land, and local decision-making. Treating this wider opposition as an extremist threat would risk placing peaceful campaigners under suspicion while making it harder to identify the small number of individuals preparing violence. The CTC Sentinel analysis warns that securitizing lawful opposition may strengthen the belief that peaceful protest channels are closed and further contribute to individual radicalization that pushes people to violent means of resistance.

Counterterrorism measures should therefore be accompanied by transparent data center approval processes, disclosure of energy and water demands, meaningful consultation with affected communities, and accessible routes for public appeal. Governments and companies should also establish clear human responsibility for harmful AI decisions, which may reduce the grievances that radicalize actors to view sabotage as the only option for attaining concrete justice.

The continuous and rapid development and deployment of AI infrastructure will create new grievances and physical targets and attract actors who do not fit existing ideological categories. The challenge for counterterrorism will be to take this developing threat seriously without exaggerating its scale or treating legitimate opposition as extremism. A logical first step is information sharing between data center operators, utilities, and local law enforcement, combined with transparent approval processes that give communities a genuine route for objection.
