ExTech Launches as Europe's First Franco-German Expert Network on Extremism and Artificial Intelligence

(Paris / Berlin, May 13, 2026)—The Konrad Adenauer Foundation France, the Counter Extremism Project (CEP) Germany, and The JOS Project announce the launch of ExTech, a Franco-German expert network dedicated to the intersection of extremism and artificial intelligence (AI).

ExTech brings together researchers, practitioners, and policy makers from France and Germany to produce independent, multilingual, policy-relevant analysis on one of Europe's most urgent security challenges. It is the first structured bilateral network of its kind and aims to build a permanent cross-border community.

The network has already kicked-off with an Expert Lab, during which several experts from France and Germany started working on policy briefs covering AI-driven radicalization, AI use in counter-measures as well as the cross-cutting topics of disinformation, rule of law, and democratic resilience. Following closed-door consultations with French and German policy makers, these briefs will be published in autumn 2026.

“AI is reshaping how extremist movements recruit, radicalize and operate — and Europe urgently needs structured, cross-border expertise to respond,” said Sofia Koller, ExTech project lead at CEP Germany. “ExTech exists precisely to bridge that gap: bringing French and German expertise together in a format built for durability.”

ExTech's founding partners — KAS France, CEP Germany, and The JOS Project — represent complementary institutional strengths across political foundations, counter-extremism research, and policy outreach. The network operates in French, German and English.
