The legislation would direct the Department of Homeland Security (DHS) to designate a lead institution – such as a research center to think tank – to administer a voluntary exercise program that would score how well tech companies handle terrorist content. It has received endorsements from the Southern Poverty Law Center and Counter Extremism Project, two of the top players in addressing online extremism."
