Netanyahu has not been summoned to Germany. There is an arrest warrant against him from the International Criminal Court, and the German government would, in principle, be obliged to arrest him. In Berlin, they want to avoid a situation "in which they would have to say: well, for diplomatic reasons we cannot arrest Mr. Netanyahu, we don't want that, but we don't want to tarnish the reputation of the International Criminal Court either," Hans-Jakob Schindler, a Middle East expert and director of the international organization "Counter Extremism Project ," told DW.
