This report analyzes and describes the function of the Independence March as an ideological “apparatus” and meeting hub for European neo-fascist, nationalist, nationalist-revolutionary, and neo-Nazi activists and supporters. The report demonstrates how it serves as a meeting place for VRWEs from the EU and the United States as well as outside the EU area, including several countries of the former Soviet Union (i.e., Russia, Ukraine, and Belarus).

This analysis of the far-right and right-wing extremist scenes in seven countries—the United States, Canada, Spain, Italy, France, Germany, and Poland—reveals that the current conflict has not led to a significant flow of extremists to the war zone. There is a lot of discussion and debate among extremists, but very few have traveled to Ukraine.

This policy brief provides a risk assessment of the potential threats posed by violence-oriented extremists in the ongoing Russia-Ukraine war once they return to their prior countries of residence/homeland. The brief concludes with policy recommendations to quickly and comprehensive identify and share knowledge on this threat as well as disrupt the travel of violence-oriented extremists to Ukraine.

Im Rahmen dieses CEP Recherche- und Analyseprojektes wurde eine Bestandausnahme der relevantesten Akteur:innen des Rechtsextremismus in Deutschland durchgeführt. Anhand von Kriterien wie der Anzahl und Relevanz von Aktivitäten (z.B. Konzerte, Festivals, Kampfsportveranstaltungen, Versammlungen, Gewaltorientierung, Propagandaaktivitäten, nationale und transnationale Vernetzung) wurden insgesamt 100 Personen, Organisationen, Musiklabels, Bands, Modemarken und Unternehmen als (in Teilen gewaltorientierte) rechtsextreme Schlüsselakteur:innen identifiziert. Zivilgesellschaft und Politik sollten den großen Plattformen die potentielle Gefährlichkeit ihres Verhaltens weiterhin und verstärkt verdeutlichen und neben rechtlichen Fragen auch die Frage der Werteorientierung der Unternehmen nach vorne stellen. Öffentlicher, politischer und rechtlicher Druck führen zumindest mittelfristig zu Verhaltensänderungen bei gewinnorientierten Unternehmen.

The paper follows an in-depth study in 2020 in which CEP, commissioned by the Federal Foreign Office of Germany, analyzed the transnational connectivity of violent right-wing extremist (vXRW) and terrorist movements in five European countries and the United States. This latest briefing paper provides a deeper, more nuanced understanding of the various online ecosystems that underpin and connect networks within this transnational movement. It also explores the current situation and regulatory developments and discusses the various challenges encountered by governments and industry. The paper concludes by giving a range of policy options to counter this threat.

Die Finanzierung gewaltorientierter rechtsextremer Organisationen und Akteur:innen in Deutschland ist divers und breit gefächert. Aktuelle fundierte Analysen von Finanzstrategien und Einnahmequellen fehlen jedoch weitgehend. Ein „Follow The Money“-Ansatz zur Aufdeckung von Netzwerkstrukturen, wie er beispielsweise in einigen Fällen in der Prävention und Bekämpfung des islamistischen Extremismus und Terrorismus etabliert ist, scheint es im Phänomenbereich Rechtsextremismus noch nicht zu geben. Weite Teile der rechtsextremen Szene, und insbesondere das gewaltorientierte und transnationale Milieu, sind in hohem Maße miteinander vernetzt. Diese ausgeprägten Netzwerkstrukturen werden auf verschiedene Weise sichtbar. Hier setzt diese CEP-Studie an, die auf Analysen führender Experten basiert.
