Arouri became active with Hamas during the first Palestinian intifada (“uprising”) against Israel in the late 1980s and early 1990s. Arouri would spend the next 15 years in an Israeli prison. Arouri has also directed Hamas cells in the West Bank to attack the PA, Hamas’s political rival. Less than a week after Arouri left Qatar, Israeli officials said he had relocated to Lebanon and was working with Qasem Soleimani, leader of the Quds Force of Iran’s Islamic Revolutionary Guard Corps. Arouri reportedly divided his time between Lebanon, Turkey, and Qatar. In December 2021, reports circulated in Israeli media that Hamas had created an official branch in Lebanon led by Arouri. The Lebanon branch was allegedly responsible for a pair of four rockets fired toward Israel from Lebanon during the May 2021 war between Israel and Hamas. According to news reports, Hamas decided to create the Lebanon branch after its 2014 conflict with Israel because Hezbollah declined to intervene on Hamas’s behalf. Based in Tyre, Lebanon, the branch reportedly recruits Palestinians living in Lebanon. The government did not provide further details, but on August 27 Arouri warned Israel against resuming targeted assassinations of terrorist leaders. Arouri said resuming the assassinations could spark a regional war.
