This paper highlights how the activities of Hezbollah and operations of the Wagner Group/Russian Africa Corps have exacerbated insecurity in West Africa. The authors address the distinct set of challenges these malign foreign non-state actors pose in the region itself, as well as to regional engagement by European and German stakeholders, while providing tailored recommendations for each.
