  • September 10: Pro-ISIS post on Telegram alleging that the Taliban have adopted the language of Western think tanks when referring to ISIS. Highlighted text in the photo refers to “extremists” and “propaganda,” among other similar terms.

Follow-ups. At first glance, you might think the author of these words came from the RAND Corporation, the British Institute for the Study of War [possibly referring to either the Royal United Services Institute or King’s College London Department of War Studies], or some other Western institute. However, in fact, these words were published today by an official website of the Afghan Taliban, calling for renouncing differences between Sunnis and Shiites to restore peace and reject terrorism, violence, and extremism.

The caption under the photo: “The two Inghimasi [suicide attacker] brothers who raided the hotel of the polytheist Chinese in Kabul [in December 2022].”

“To the Muslims of East Turkestan: The Islamic State has not forgotten your wounds nor your support. It is the only one that killed the polytheist Chinese for your sake. Join it and fight with it so that your lands may become a province of the Islamic State, where Muslims are honored, the polytheist Chinese are humiliated, and they do not dare to touch you.”

5. ISIS-K-Linked Al-Azaim Pamphlet, “Why Do Earthquakes Occur?” Released September 9, 2025

Please note that Al-Azaim released an earlier pamphlet also titled “Why Do Earthquakes Occur?” on October 11, 2023, following earthquakes in Herat. The two pamphlets are very similar but not identical.

  • Earthquakes are a warning from God to take heed and punish those who have abandoned their faith.
  • The cause of recent earthquakes in Afghanistan is the “pagan government and their endless oppression over the entire [country of] Afghanistan and especially the pure land of Kunar.” People focus on worldly desires instead of focusing on religious matters.
  • In the past, earthquakes were sent to destroy groups of people because of their sins.
  • In Afghanistan, the Taliban promotes infidelity and polytheism.
  • The Taliban have allowed “infidels and polytheists” into Afghanistan to exploit natural resources while pious religious sects are imprisoned, tortured, and executed.
  • Taliban leaders have kept their families safe in Pakistan and other countries, while creating a terrible situation in Afghanistan.
  • In the past, there has been divine punishment for crimes against the people.
  • The Chinese government oppresses the Uyghurs. Implying that those who do business with China either support this or look the other way.
  • Turkey has imprisoned many Sunnis.
  • Pakistan turned individuals over to the U.S. during the war in Afghanistan.
  • The Taliban have not instituted religious law, but have promoted tourism and the building of entertainment facilities.
  • ISIS-K offers condolences and consolation to the people of Kunar affected by the earthquake, which was caused by the evil of the Taliban.
    • The people of Kunar must help one another in the face of disaster.
