Afghanistan 

  • Fighting has broken out in Shahri Buzurg District, Badakhshan, between a local Taliban commander and other Taliban forces.
  • The headless body of an Afghan Taliban member was found in Bakhtiar, Deh Sabz, Kabul.
  • A Taliban military vehicle was attacked with an improvised explosive device (IED) in Rokha District, Panjshir Province.
  • The Taliban released a video of a man from Khyber Pakhtunkhwa who claimed to have been a member of ISIS-K. Lashkar-e-Taiba allegedly recruited him in Pakistan before he was sent to training camps, and later Afghanistan. 

Pakistan 

  • A senior ISIS-K operative, who was involved in several attacks in Afghanistan, was allegedly killed in Peshawar.
  • Unidentified gunmen killed tribal leader Malik Habib in Bajaur, Khyber Pakhtunkhwa.
  • Qari Amjad, a senior Pakistani Taliban leader, was killed in Bajaur by unidentified gunmen on a motorcycle.
  • A Pakistani military convoy was attacked with explosives in Lower Kurram, Khyber Pakhtunkhwa, leading to the death of at least five soldiers and the wounding of 15 others. 

Among the deceased was a Pakistani Army doctor with the rank of captain. 

  • Unidentified militants attacked a security post under construction in Khyber Pakhtunkhwa.
  • Unidentified gunmen on a motorcycle killed someone in Kech, Balochistan.
  • A sniper killed six soldiers in Khaliqabad, Balochistan.

  • October 26: Pro-ISIS post on Telegram claiming that unidentified militants attacked a security post still under construction in Khyber Pakhtunkhwa. 

“Urgent. Militants blow up a security post under construction in the Bannu District of Khyber Pakhtunkhwa Province, Pakistan.”

  • October 27: Pro-ISIS post on Telegram stating that unidentified gunmen killed a tribal leader, Malik Habib, in Bajaur, Khyber Pakhtunkhwa. 

“Urgent. Gunmen riding a motorcycle assassinate a local tribal leader (mukhtar) in Bajaur, Khyber Pakhtunkhwa Province, Pakistan.” 

 

“Urgent. The beheaded body of an Afghan Taliban member was found in the village of Bakhtiar in the Deh Sabz district of the Afghan capital, Kabul.”

  • October 28: Pro-ISIS post on Telegram stating that a Taliban military vehicle was attacked with an IED in Rokha District, Panjshir Province. An unknown number of injuries allegedly occurred. 

“Urgent. An IED explosion targeted a Taliban military vehicle in the village of Ab Dowa, Rokha District, 

Panjshir Province, Afghanistan, resulting in injuries and damage to the vehicle.” 

  • October 28: Pro-ISIS post on Telegram claiming that the interior ministers from Pakistan and Afghanistan shook hands in Tehran. In fact, a senior Taliban Ministry of Interior Affairs official met with the Pakistani interior minister in Tehran. The post below noted that the Iranian government wants peace between Afghanistan and Pakistan “due to its deep relations with both.” See https://zarintv.com/english/2025102818151. 

“Updates. Just now, the interior ministers of Pakistan and Afghanistan shook hands in Tehran. 

“The Pakistani minister said: ‘We will resolve the issues through dialogue.’ 

“Tehran is keen on peace between the two sides due to its deep relations with both.”

  • October 29: Pro-ISIS post on Telegram stating that a Pakistani military convoy was attacked with explosives in Lower Kurram, Khyber Pakhtunkhwa, leading to the death of at least five soldiers and the wounding of 15 others. 

“Urgent. An explosion in the Lower Kurram District of Khyber Pakhtunkhwa province targeted a 

Pakistani army convoy, resulting in the death of five soldiers and injuries to 15 others, according to initial reports.” 

 

“Update. Sources: At least seven Pakistani soldiers, including Captain Nauman, were killed and 18 others wounded in an ambush targeting a Pakistani military convoy in the Lower Kurram District of Khyber Pakhtunkhwa Province.” 

 

  • October 29: Pro-ISIS post on Telegram stating that fighting has broken out in Shahri Buzurg District, Badakhshan, between a local Taliban commander, the former head of mines for the area, and other Taliban forces. See https://www.afintl.com/en/202510292747. 

Text: “Sources report ongoing clashes between non-local Taliban fighters and a local Taliban commander in Badakhshan. Sources indicate that tensions between the incoming Taliban and Abdul Rahman Ammar, a local commander and former head of Taliban mines in the Shahri Buzurg District of Badakhshan, have been ongoing for several days. Sources say Ammar is now besieged and has taken refuge in the mountains with approximately 100 of his men. The sources add that clashes between the non-local Taliban and this local commander are continuing.” 

“Updates. Clashes between Taliban elements in Panjshir. 100 fighters, along with a commander, defect from the Taliban and take refuge in the mountains.”

Text: “As part of its investigation into the involvement of Pakistani citizens in ISIS ranks, it obtained the confessions of another captured Pakistani member of the organization. In his confessions, the detainee reveals details about ISIS training camps, its operational activities, and other important secrets.” 

“Observers. Yesterday, Qatari–Iranian efforts to broker a peace agreement between the Afghan Taliban and the Pakistani government failed.

“Both sides reverted to their old accusations: one accusing Pakistan of harboring ISIS fighters, and the other accusing the Taliban of facilitating their passage through Pakistani territory. 

“As is typical of governments in the region, the Taliban resorted to extracting confessions from detainees under duress, forcing them to claim they were supported by Pakistani intelligence. 

“If you examine these confessions, fabrications, and accusations closely, you will see that both sides are trying to tell America, ‘Stand with us; we are the ones fighting terrorism on your behalf.’ 

“Ultimately, all these tactics are aimed at currying favor with the United States in Central Asia to secure political and military support and appease the international community. Both sides know that nothing frightens the international system more than those they are fighting. 

“The current Syrian regime has done the same. Since assuming power in Damascus, they have mentioned fighting ISIS more often than they mention their own name. In doing so, they are essentially admitting that they are ‘employee’ regimes that remain in power in exchange for providing services. 

“It should be noted that the Taliban intelligence and Pakistani intelligence maintained close and friendly relations before their recent nationalist conflict.” 

“Urgent. Gunmen on a motorcycle assassinate Qari Amjad, a member of the Pakistani Taliban's leadership council, in Bajaur. 

“Qari was a member of the movement's leadership council, its longest–serving deputy leader, and served as its shadow ‘war minister.’ He was currently managing the operational network in Balochistan, southern Khyber Pakhtunkhwa, and southern Punjab. His assassination represents one of the most significant blows to the Pakistani Taliban leadership to date.”

  • October 30: Pro-ISIS chat post on Telegram responding to the claim that a senior ISIS-K operative, who was involved in several previous attacks in Afghanistan, was killed in Peshawar. The chat post claims that ISIS cannot be defeated. 

Text (from pro-Taliban media): “Unidentified gunmen assassinated a senior ISIS-K operative, Nusrat, the son of Amir Muhammad and known by his aliases Pahlawan Musa and Abu Zar, in the Pakistani city of Peshawar. Nusrat Pahlawan was regarded as one of the key figures within ISIS-K. He was involved in planning several attacks in Kabul and surrounding provinces during 2022 and 2023. In Pakistan, he oversaw a major operational hub known as the ‘Pahlawan Center.’ He was highly trained in urban and guerrilla warfare and was responsible for training recruits abroad.” 

“This is not terrorism, but your treachery that you carried out in Balochistan at the hands of the Baloch, and each of these that you are now publishing time and time again is a part and parcel of that campaign, in which you find an answer to the world in response to the existence of the TTP, and another is how the world can help and support you in the war against the Islamic State. It is clear that, praise be to God, you do not have the power and strength to defeat the army of God, and your foundation and roots are crumbling. Therefore, when you touch one side of the flood and the other side, whoever has clashed with the Islamic State, ask them a little. God, the Lord of the Worlds, destroyed and ruined them, and until today, they have not been able to achieve economic stability, and they are also facing great difficulties. You, your master America, and your Jewish friends, the dog-like ones, have also tried hard like dogs, but every word and deed they have done has failed. You and your masters are tired and ashamed, and they will always be. Have mercy! 

“That no one will stand in your defense, when our ranks are ready as soon as possible and reach your servants, God willing, we will take the revenge of each of these martyrs a thousandfold, God willing. 

“We are waiting, you too are waiting!”

  • October 30: Pro-ISIS post on Telegram stating that the Taliban and Pakistan have agreed to a ceasefire in Istanbul and will work on future negotiations. The post noted that now that the two sides have reached an understanding, the accusations they traded will be forgotten. 

“Follow-ups. Under Iranian, Turkish, and Qatari auspices, the Afghan Taliban and Pakistan have agreed to a ceasefire, a return to negotiations, and a ‘peaceful’ resolution of their differences. This agreement follows days of meetings between Pakistani intelligence and the Taliban government in Istanbul, Turkey. 

“Farid, the Pakistani, will return to defend the Afghan Taliban after previously labeling them as Kharijites, and Rehan, the Afghan, will return to cherish Pakistani intelligence after accusing them of being Western agents. Such is the state of those who claim to uphold the national banner. All accusations melt away at the first negotiating table.” 

 

  • October 31: Pro-ISIS post on Telegram stating that unidentified gunmen on a motorcycle killed someone in Kech, Balochistan. 

“Urgent. Gunmen on a motorcycle kill a person in the Kech District of Pakistan’s Balochistan Province.”

  • October 31: Pro-ISIS post on Telegram stating that a sniper killed six soldiers in Khaliqabad, Balochistan. 

“Urgent. A sniper killed six security personnel, including two commandos, in Khaliqabad, Balochistan, Pakistan.”

3. ISIS Amaq/Nashir Statements 

•            There were no Amaq/Nashir claims of responsibility for Afghanistan between October 25 and 31. 

 

4 Pro-ISIS-K Poster, Released on October 25, 2025 

A post from pro-ISIS-K Mubarizeen Media, released in Pashto, Urdu, and Persian. 

Summary: 

  • The Taliban are anti-Islam and promote Sufi concepts such as the “unity of existence” or the “oneness of being.”
  • Some Taliban members believe that all that can be seen is God, and that when someone progresses in worship, their heart is purified.
  • The poster states that this is like the Christian view of the Trinity and that Hindus and Shiites also believe in a similar concept.

5. ISIS-K-Linked Al-Azaim Video “Recognition or Joining the Infidels?” Released on October 29, 2025 

An approximately 45-minute video in Pashto. The video condemns the growing relationship between Russia and the Taliban, condemning the Taliban as doing Russia’s bidding. Russia is the only country that has officially recognized the Taliban government.

6. ISIS-K-Linked Al-Azaim Booklet “Democracy is an Independent Religion,” Released on October 30, 2025 

An approximately 73-page booklet in Pashto.

Summary: 

  • Democracy is a religion of its own.
  • Democracy is a religion because it is a strong belief and has its own system of law.
  • Humans have created nonreligious governing systems, which are fallible.
  • One cannot truly practice their religion in a democracy, because secular law is more important than religious law.
  • Democracy or a republic is a law composed of articles and decrees, all contrary to ISIS’s interpretation of Islam.
  • Democracies allow freedom of religion and the changing of one’s faith.
  • Punishments for crimes in democratic countries are different than religiously mandated punishments.
    • For instance, in democracies, thieves are imprisoned, when religiously mandated punishments would mean cutting off the thief’s hand. Democracies do not allow you to cut off the thief’s hand, and would punish you for doing so.
      • Religiously mandated punishments for murder and adultery are not enforced in democratic countries.
  • The book also mentions acts that are prohibited by religious law but allowed in democratic societies, such as same-sex relationships, women marrying without the consent of their guardian, the consumption of intoxicants, and the charging of bank interest. 

Those who try to put a stop to these things are punished in democratic societies. 

  • Fighting against rulers who have betrayed religious law is forbidden in democracies.
  • Fighting against infidels and apostates is mandatory, but democracies forbid this.
  • Democracies consider religiously mandated fighting to be illegal and a major crime.
  • Democratic societies extend citizenship to people of any religion.
  • Rulers are elected in democracies.
  • Democracies will punish you for legitimately taking booty from apostates and infidels.
  • In democracies, people can build any religious temple or institution.
  • Democracies believe in citizenship not based on religion.
    • Democracies will not allow their citizens to fight on behalf of Muslims in another country, even though they are religiously mandated to do so.
  • Democracies allow people to convert to other religions and will punish you for seeking to punish those who convert.
    • Democratic laws are friendly to Jews, Christians, Hindus, Sikhs, atheists, polytheists, grave worshippers, etc.
  • Same-sex relations are allowed in democratic societies.
  • Many rules and principles of democracy conflict with religious law. Nonreligious law pollutes an entire system and renders its followers apostates.
  • Because of all the previously mentioned reasons, democracy is an opposing religion.
  • The current Afghan system is called an emirate, which is basically a form of a republic.
    • The Taliban are even worse than a republic because they claim to be religious.
  • All governments currently ruling Muslim lands are democratic religions. It is obligatory to fight against them.
  • Voting is forbidden.
    • Anyone who participates in voting is an apostate because by voting, one seeks to follow secular, not religious law.
  • All Muslims should unite under the banner of the Caliphate. It is necessary to defeat democracy and other false religions.
