Pakistan
- At least 13 Pakistani soldiers were killed in an attack in Mir Ali, and 29 others were injured. A Pakistani Taliban (TTP) affiliated group claimed credit for the attack.
- Unidentified gunmen killed a politician in Bajaur, Khan Zeb.
- Former Afghan President Hamid Karzai offered condolences following the killing of Khan Zeb, and protests occurred in Khyber Pakhtunkhwa, “denouncing the lack of security.”
- Unidentified gunmen attacked a bus in Balochistan, killing 12.
- A deputy police chief and a police officer were killed, and two other officers were injured, when gunmen attacked a police convoy in Balochistan.
- Three members of the security detail for the district assistant commissioner of Khar in Bajaur, Pakistan, were killed when their convoy was attacked with explosives, including, allegedly, the local police chief.
- The Pakistani Taliban also claimed credit for this attack.
- Unidentified gunmen murdered a tribal leader in North Waziristan, Malik Muhammad Rehman Dawar, who had called for local tribes to fight ISIS and allegedly had links to Pakistani intelligence.
- A car bomb killed one person and injured three others in Khyber Pakhtunkhwa, targeting the leader of the Marwat-Bettani Qaumi Tehreek tribal group.
- Unidentified gunmen murdered Habibullah Haqqani, identified as a member of Jamaat Ulema-e-Islam in Khyber Pakhtunkhwa.

- A Pakistani Frontier Corps officer was killed in Balochistan.

• “A Pakistani government official and four apostate police officers were killed, including two officers in Khyber Pakhtunkhwa.”
“Soldiers of the Caliphate in Khorasan province killed an official in the apostate Pakistani government and four members of the apostate police, including two officers, killed five people [sic], including a government official and two officers, and wounded others in a major bombing that occurred this week in the Bajaur region on the border with Afghanistan.”

“In detail, by the grace of God Almighty, the soldiers of the Caliphate were able, on Wednesday (7 Muharram), to detonate a motorcycle bomb against the vehicle of an ‘assistant commissioner’ in the apostate Pakistani government, on the road to the town of Nawagai in the Bajaur border region.
“The bombing resulted in the death of the government official, two officers, and two members of the
Pakistani police. In addition, four other personnel were wounded, and the vehicle was destroyed. Amaq News Agency published a photo of the moment of the explosion, and local media published other images of the dead and [of] the vehicle after it was destroyed.
“The apostate government acknowledged the deaths of its personnel, and a police official described the explosion as ‘so powerful that the targeted vehicle was completely destroyed.’ After the explosion, the government mobilized its forces in the area and ordered an ‘investigation into the incident,’ a routine procedure it follows [after] every security failure.
“[In the] Bajaur region, located on the Pakistan-Afghan border, the Caliphate’s soldiers have carried out numerous operations targeting government officials, political parties, and apostate forces.”

- “A Taliban militia commander was killed and two others injured in clashes with soldiers of the Caliphate in Wilayat Khorasan.”
“This week, the soldiers of the Caliphate in Khorasan Province killed a leader of the apostate Taliban militia and wounded two others in clashes that took place in the Laghman region in eastern Afghanistan.
“In detail, by the grace of God Almighty, the soldiers of the Caliphate on Tuesday (Muharram 13), engaged a patrol of the apostate Taliban militia in the Alingar area of Laghman, using special machine guns. A special source told Al-Naba that the clashes occurred when a militia patrol attempted to raid a Mujahideen house. The clashes resulted in the death of the raiding force commander and the wounding of two members of the militia. Local media published a photo of the leader after the Mujahideen killed him. The source confirmed that after the clashes, which lasted two hours, the Mujahideen were able to withdraw safely, praise be to God.”

“Follow-ups. A militant carried out a car bomb attack targeting a Pakistani army convoy in North
Waziristan, Khyber Pakhtunkhwa, killing 13 soldiers and wounding 29 others.”
- June 28: Pro-ISIS post on Telegram stating that a “local group” claimed responsibility for the Mir Ali attack, and displaying photos of the Pakistani soldiers killed in the attack—Aswadul Harb, affiliated with the Hafiz Gul Bahadur faction of the Pakistani Taliban.

“Urgent. A senior leader of the Pakistani Taliban was assassinated when an explosive device detonated in his vehicle in the Afghan city of Kunar.”

- June 29: Pro-ISIS post on Element containing an article stating that foreign tourism is increasing in Afghanistan. The article noted that tourism to Afghanistan is growing and that the Taliban hope this will lead to increased revenue. Visas for tourism are easily obtainable, and flights are available from major transit hubs, including Dubai and Istanbul. The Taliban’s deputy tourism minister, Qudratullah Jamal, stated that the government would establish an institute to train men for careers in the fields of tourism and hospitality. 9,000 tourists visited Afghanistan in 2024, and the number of visitors to the country is expected to increase in 2025. ISIS-K attacked European tourists visiting Bamiyan in May 2024. June 30: Pro-ISIS post on Telegram claiming that the Indian government opened a “treatment center for Taliban fighters” in Kabul, providing them with prosthetic limbs. The Indian government ran a five-day clinic in Kabul, providing free prosthetic limbs to 75 people. See

- June 30: Pro-ISIS post on Telegram claiming that residents in Khash District, Badakhshan, have fought with the Taliban, allegedly due to “widespread poverty and unemployment.” The post stated four civilians were killed by Taliban soldiers and 20 others were injured. “Urgent. Violent clashes erupted between residents of the Khash District of Badakhshan, Afghanistan, resulting in the deaths of four residents by Taliban gunfire and the wounding of 20 others. Residents are gathering and planning to attack the movement's offices in the city. The reason [for the violence] is widespread poverty and unemployment.”

- June 30: Pro-ISIS post on Telegram stating that the Taliban are increasing security in Shiite areas to protect Ashura observances. The post compares the Taliban to the Syrian government of Ahmed al-Sharaa.

- July 1: Pro-ISIS post on Telegram stating that Shiite leaders in Ghazni province have expressed “satisfaction with” extra Taliban security provided for the observances of Muharram and Ashura.
Text: “Taliban security officials in Ghazni stated that they have taken security measures to ensure the safety of Muharram and Ashura ceremonies in the province. Meanwhile, Shiite clerics in Ghazni confirmed that they are allowed to hold Ashura ceremonies inside mosques.
“The Taliban’s deputy police chief in Ghazni, Nasrullah Khadim, told Radio Omid on Tuesday that security arrangements have been made for Ashura, just as they are for special days.
“Meanwhile, Gul Ahmad Motamedi, a Shiite cleric in Ghazni, said the Taliban assured them that they are fully prepared to prevent a serious security incident and will not allow anyone to disrupt the ceremony. Ana Salahi, a Shiite cleric, stated that all Muslims must unite and support one another in all areas.
“It is worth noting that the threat from ISIS-K continues in Afghanistan, with the group occasionally targeting Shiite Muslims and Muharram and Ashura ceremonies.”

- July 2: Pro-ISIS post on Telegram stating that three members of the security detail for the district assistant commissioner of Khar in Bajaur, Pakistan, were killed when their convoy was attacked with explosives. - July 2: Pro-ISIS post on Telegram containing text stating that the Bajaur bombing might have involved a suicide bomber riding a motorcycle.
Text: “Update on the Bajaur attack investigation: Officials investigating the bomb attack say evidence gathered so far suggests a suicide bomber on a motorcycle targeted the convoy of the assistant commissioner. A senior official told the newspaper, ‘We are still in the process of verifying the evidence to confirm it.’”
“Urgent. New information about the Bajaur bombing.”
- July 2: Pro-ISIS post on Telegram stating that the Pakistani government has increased security in Islamabad to protect Shiite Ashura observances.
“Follow-ups. Similar to what the Afghan Taliban and the current Syrian regime are doing, Pakistani authorities are intensifying patrols in Islamabad to protect Ashura rituals.”

- July 2: Pro-ISIS post on Telegram stating that the Taliban announced the arrest of a man who they claim was planning to attack an Ashura observance in Herat with explosives.
“Follow-ups. Afghan Taliban forces say they arrested a young man who intended to plant an explosive device inside an Ashura procession in the city of Herat.”
- July 2: Pro-ISIS post on Telegram claiming that the Taliban are Sufis, and therefore support Shiism and oppose “Wahhabism.”
“Follow-ups. As part of our series of follow-ups on Ashura rituals, sermons, and events taking place during these days, here is a video clip from one of the Ashura processions featuring a preacher discussing the importance of Sufism in supporting Shiism and standing up to ‘Wahhabism,’ which does not want to coexist with Shiites.
“It’s worth noting that the Afghan Taliban are Sufis.”
- July 2: Pro-ISIS post on Telegram showing additional photos allegedly from the Bajaur attack.
“Update. Photos of the vehicle carrying the security officers and commanders killed in today’s terrorist attack in Bajaur.”
- July 2: Pro-ISIS post on Telegram stating that the Pakistani Taliban claimed credit for the Bajaur attack before ISIS issued a claim of responsibility. The post noted that the Pakistani Taliban did not issue an additional comment afterwards, and that the TTP previously claimed credit for an attack that ISIS also claimed credit for in January 2024.
“Entertainment. Before the terrorists’ statement, the Pakistani Taliban claimed responsibility for the attack, which they said was carried out by an improvised explosive device. After the terrorists’ announcement, the [Pakistani Taliban] movement did not issue any statement and remained silent.
“It should be noted that the movement had previously claimed responsibility for an attack carried out by terrorists in January 2024. When the terrorists claimed responsibility for the attack targeting a police bus in the same area, the movement also remained silent and did not clarify.”

In many of these cases, subsequent evidence and reports have indicated that the Islamic State in Khorasan Province is the most likely perpetrator—despite the initial claims by the Pakistani Taliban.”

- July 10: Pro-ISIS post on Telegram claiming that an unidentified individual wearing a Taliban uniform killed three Taliban soldiers in an attack in Qalat, Zabul. Text appearing with the post claims that the attack was conducted by “Daesh terrorists.”
Text: “Zabul terrorists kill three Taliban. Daesh terrorists killed three Taliban members in Zabul province. The incident occurred in the city of Qalat in the province. The Taliban are trying to portray this serious incident as a robbery.”
“Urgent: A gunman wearing a Taliban uniform attacked a Taliban vehicle in the Qalat area of Zabul, Afghanistan, killing three Taliban fighters, seizing their weapons, and then withdrawing to an unknown location.”

“Urgent. Gunmen opened fire on a private company owner in South Waziristan, Pakistan, killing him instantly. The motive for the attack is not yet known.”
- July 13: Pro-ISIS post on Telegram stating that a car bomb killed one person and injured three others in Khyber Pakhtunkhwa.

3. ISIS Amaq/Nashir Statements
- July 2: ISIS claims to have killed a “deputy [government] commissioner” and four police officers in Bajaur, Pakistan in a bombing targeting a vehicle. The explosion reportedly wounded an additional undisclosed number.
“A Pakistani government official and four apostate police officers were killed in a bombing by Caliphate soldiers in the Bajaur border area.
“Khorasan Province. By the grace of God Almighty, Caliphate soldiers detonated a motorcycle bomb next to the vehicle of a ‘deputy commissioner’ in the apostate Pakistani government in the Bajaur border area, killing him, along with four officers and members of the apostate police, wounding others, and destroying the vehicle. Praise be to God.”

- July 2: Additional information regarding the Bajaur attack and an alleged photo of the explosion. The post clarified that the government official killed was the “assistant commissioner for the Nawagai area” and that ISIS attacks have targeted government leaders, police personnel, local activists, and members of political parties.
“Amaq News Agency. A government official and Pakistani police officers were killed in a major ISIS bombing in the northwest of the country.
“Pakistan – Khyber Pakhtunkhwa – Amaq Agency: A government official was killed along with four other Pakistani police officers in a major ISIS operation in the northwestern Khyber Pakhtunkhwa province. Security sources told Amaq Agency that ISIS fighters detonated a motorcycle bomb this morning against a Pakistani government official's vehicle on the Nawagai Road in Bajaur District. The sources explained that the explosion destroyed the vehicle and killed or wounded everyone inside. The sources indicated that the government official killed in the bombing was the assistant commissioner for the Nawagai area, along with four Pakistani police officers and personnel who were accompanying him. Bajaur District has witnessed numerous high-profile operations by Islamic State fighters, targeting government and police leaders and personnel, as well as activists and members of ‘democratic’ political parties.”

- July 11: ISIS claimed to have killed a Taliban leader and injured two soldiers in an attack with machine guns in Alingar District, Laghman Province.
“Khorasan Province. By the grace of God Almighty, the soldiers of the Caliphate clashed with a patrol of the apostate Taliban militia in the Alingar District of Laghman last Tuesday, using machine guns, which led to the death of a leader and the injury of two members, praise be to God.”
