4. ISIS-K Linked Al-Azaim Pamphlet “Shariah Review of Hibatullah’s Eid Speech,” Released on June 16, 2025

ISIS-K linked Al-Azaim’s response to Taliban Supreme Leader Hibatullah Akhundzada’s Eid speech. The

12-page pamphlet was originally published in the Pashto language. See https://hurriyat.net/article/206/details/Eid%20Message%20of%20Amir-ulMomineen%20%28may%20Allah%20protect%20him%29;%20A%20Guide%20for%20Prosperity%20of%2 0Ummah and https://www.afintl.com/en/202506073734.

Summary:

  • Hypocrites (such as Hibatullah Akhundzada) are more harmful than infidels because they seek to trick people into thinking they are righteous when they promote polytheism and disbelief.
  • Akhundzada said that an Islamic system has been established in Afghanistan, but:
    • The Taliban allow Sufism in Afghanistan while cracking down on the teaching of Salafism through the banning of books, the closing of schools, the imprisonment of clerics, and the killing of Salafists.
    • The Taliban seek friendly relations with all states, have good intentions towards them, and accept money from them.
    • The Taliban accept the principles and foundations of democracy. The Taliban system includes freedom of religious belief and permits communists and atheists to live in Afghanistan.
    • The Taliban system also proclaims equality between different faiths and sects, including Sunnis, Shiites, Ismailis, Hindus, secular people, and communists.
    • The Taliban supports regional powers who are fighting against ISIS.
    • The Taliban do not impose religiously mandated legal punishments and have replaced them with temporary punishments, such as flogging or prison sentences.
    • The Taliban “enjoy the torture and oppression of Muslims” by nonbelievers and apostates.

The Taliban lauds the latter group, giving them gifts in return for the money they receive.

  • The Taliban have adopted international law and encouraged respect for it.
  • The Taliban system is not Islamic.
    • The Taliban have sacrificed the lives of their soldiers for a rotten, hypocritical system.
    • The Taliban receive foreign aid payments while encouraging the Afghan people to donate to charity.
  • Akhundzada claimed that the Taliban are the true mujahideen and supporters of jihad. Still, he has issued a fatwa suspending religiously mandated fighting outside of Afghanistan’s borders and condemned ISIS-K as “terrorists.”
  • Akhundzada claimed that the Taliban have banned narcotics.
    • The Taliban were previously involved in the opium trade, financially benefiting from poppy production to pay for the war. The money from drug sales was dirty, and collecting taxes from forbidden activities, such as opium cultivation, was also forbidden.
    • The Taliban have not banned cigarettes, which are also forbidden.
  • It is not necessary to show obedience to an apostate leader nor to follow a hypocritical religious political system.
  • The Taliban’s system of governance was designed by the Americans in Doha, Qatar.
  • Akhundzada mentioned Palestine in his speech and criticized the U.S., but this is meaningless while the Taliban accepts American money.
